of Hz.

The frequency experienced observed from an observer moving with velocity v towards a resting source is:

f' = f∙ (1+ v/c)

if observer moves away it is

f'' = f ∙ (1 - v/c)

So at the moment when the observer passes the source the observed frequency changes by:
∆f = f'' - f' = - 2∙f∙v/c

For this problem
v = 220∙1609m/3600s = 98.33m/s
c = 343m/s
f = 500Hz

=>

∆f = - 2 ∙ 500Hz ∙ 98.33m/s / 343m/s = -287Hz

That means at moment as the observer passes the pöice car the observed freuency drops by 287Hz.
