How do I measure the final resistance of an elastic band when stretced 4 times its origional length?
The band is 4 feet long and the initial resistance is 30 pounds.

I don't get it... you measure it at 16 ft the same way you measured it at 4 feet. I don't think you asked what you meant to ask.
Are you looking for the elastic coefficient k in lbs/ft? I'm not clear that an elastic band has a linear relationship dF = k dX; where dX = 16 - 4 = 12 ft in your case. And dF = F - 30 lbs for your problem. So, as you can see, you'd need to know k in order to find F, the force when at 16 feet.
If you think the k is constant throughout the stretch, then you can find k = (F1 - F0)/dX where F0 = 30 lbs and F1 is measured after stretching the band, say, dX = 4 feet, out to 8 ft long rather than 16 ft if you can't actually measure the force out that far. Then with the found k, and assuming it is constant, which I really doubt, you can solve for the force at 16 feet.
I doubt k is constant from my experience with rubber bands. As I pull them taut, they stretch less and less for the amount of increase in pull. That indicates k increases as dX increases; so it is dependent on the amount of stretch already in the band. I'm guessing your elastic band will have the same behavior.
