d-band b consists of larger DNA fragments than does band a
DNA is a negatively charged molecule. There is little difference between DNA fragments as to how negatively charged it is. Gel electrophoresis is used to separate DNA based on the fragment size. Larger/Longer sequences will take longer to run through the gel than smaller/shorter fragments. Therefore your answer is actually B. Band "b" will be a smaller fragment, and move through the gel faster than band "a", thus ending up closer to the positive end (remember, gels are run with the positive end at the bottom of the gel so that the negatively charged DNA runs down towards it).
