It depend how the 'panel' is wired - if it's intended for 12V operation, the LEDs are probably in series.
A single LED needs a minimum voltage around 1.6 - 2.5V depending on colour. They also need a current limiting resistor to set the actual operating current - the value of that depends on the LED specifications.
4.5V will easily operate any single LED with an appropriate series limiting resistor.
For more LEDs connect each with an appropriate series resistor, then across the 4.5V supply.
If the LED current is 20mA, the resistor value would be something like 120 Ohms.
For 100mA on a power LED, 22 Ohms.
