How much does it cost to get a bottle of water to Haiti?

I have seen tens of millions of dollars raised to support relief efforts in Haiti, so why are there currently so many problems with hunger and dehydration? I understand that it will cost millions to clean up and rebuild the shattered country, but should future spending needs outrank immediate necessities?
With so much money being poured into the effort (which I believe will be highly exploited anyways) how much is it costing to get a simple bottle or even gallon of water into the country? Are we really unable to put this money to use quickly and effectively?

There are THREE MILLION PEOPLE affected. They are still trying to bury TWO HUNDRED THOUSAND CORPSES. Roads are still destroyed. The airport is severely damaged.

Repair doesn't happen overnight!

In order to respond quickly to disasters, people and resources already need to be in place. That means that BEFORE the earthquake, the Red Cross already had to have offices, people, and warehouses with supplies paid for.

Very little of that is donated, because there is nothing in the news to encourage donations of boring but very necessary goods. The Red Cross constantly has to raise funds to purchase all this.

An office needs electricity, water, heat, computers, printers, software, etc. A warehouse needs electricity, climate control, forklifts, etc. Vehicles need gas, tires, maintenance, insurance etc. Staff need living wages. All of these require money that cannot come from a restricted donation, and are all "administrative expenses." This is why "administrative expenses" are necessary to the running of a solid organization.

It is possible for an organization to be broke and have to lay off people, but have lots of money in "earmarked gifts." That is not healthy for the organization or the people it wants to serve.

The Red Cross learned a lot from 9/11 and Katrina. There is a very sturdy internal control and ethics function, and every volunteer must pass a criminal background check.
